Carmen has a wealth of project experience, having worked with the California High-Speed Rail Authority's Planning and Sustainability Branch and Program Management Branch. Her advisory experience spans over 14 years, during which time she liaised with high-level government officials for high-profile transportation projects in California and Puerto Rico. She also has commercial experience in the manufacturing sector, having worked for Siemens' light rail and locomotive vehicles division in Sacramento, CA, managing projects totalling $124m at different production stages.
